Complaints Before making a Complaint here are some things that may help.

Taxi meter must be turned ON for any trip from a rank or hailed from the street.

What is the responsibility of taxi driver ?
Ensures passengers reach their desired destinations safely and on timely manner. Observes safety regulations and state laws regarding vehicle operation; ensures passengers also follow applicable safety regulations.

Drivers are not required to help with luggage, but many do so as a courtesy to their passengers. it’s not compulsory , Drivers may have medical condition.

Can a taxi driver refuse a fare in Australia?
Your taxi driver: can refuse to take you if you are likely to cause a nuisance or annoyance, or you eat, drink or smoke or they are satisfied you are unable to pay the estimated fare

Do not shout, scream or perform any actions that distract a driver’s attention from the road

Why do taxi drivers talk so much?  Taxi drivers often engage in conversation with passengers for a variety of reasons. Some may do so to provide a friendly and welcoming atmosphere.
